Subd 5 to 14 — These ten components list the information and performance <br />requirements for a future master plan. Essentially, these components set the <br />direction for the City and a developer. This is where the City can set a balance <br />between some flexibility and particular requirements. The ten planning <br />. <br />components include: <br />• Land Use <br />• Design Standards <br />• Transportation and Parking <br />• Park, Recreation and Open Space <br />• Utilities <br />• Construction Staging <br />• Environmental Review and Remediation <br />• Sustainability <br />• Contractual <br />• Financial <br />Subd. 15. PUD Final Plan. This is the �nal phase of the PUD process and is used <br />when a developer actually starts construction on a particular phase. The PUD <br />Master Plan will be a plan for the entire TCAAP property, but construction is <br />likely to occur over time in different stages. The PUD �nal plan is used to <br />finalize the construction detail for a specific stage of development. <br />Land Use and Le�al Consultant Review <br />At the March 8 regular meeting, the City Council authorized staff to contract with the <br />Cuningham Group for planning and legal services to assist in the preparation of the TCAAP <br />zoning regulations. The purposes of these services is to refine and strengthen the proposed <br />regulations, incorporate best planning practices, and help ensure the legal enforceability of the <br />regulations. This review process had not started in time for the release of this memorandum. <br />Communit_y Meetin�s <br />A multi j urisdictional meeting with the adj acent communities and other governmental agencies <br />has been scheduled for Wednesday, April 14, from 6:30 pm to 8:00 pm at City Hall. The City <br />will also be hosting a community meeting on April 20, 2010, from 6:30 pm to 8:00 pm at the <br />Marsden Conference Room at the Ramsey County Public Works building.
