In <br />order to make a more accurate comparison between the existing land uses in 2008 and <br />the proposed future land uses from 1998, estimated right-of-way and open water data <br />has been incorporated into the 1998 land use data (Table 6.2). Due to the methodology <br />for calculating land use data by the Metropolitan Council, only the rights-of-way for <br />highways are calculated.
