Its.— <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: March 15, 2010 Item LB <br /> TO: Honorable Mayor and City Council Members <br /> FROM: Greg Hoag, Public Works Director <br /> Sue Iverson, Acting City Administrator <br /> SUBJECT: Public Works Maintenance Staffing and Workload <br /> BACKGROUND <br /> Since the retirement of Public Works Superintendent, Jim Perron in June 2008, the Arden <br /> Hills Public Works Department has been functioning with a seven person maintenance <br /> crew and an Acting Working Foreman, all of which are union positions. Prior to this <br /> time dating back to approximately 2001, the Public Works crew consisted of eight <br /> maintenance positions (union) and a Superintendent (non-union) operating out of the <br /> maintenance facility, and a Director who offices at City Hall. Prior to 2001, the <br /> maintenance operation operated as two separate divisions: <br /> • Public Works which functioned with a crew of six (one of which was a working <br /> foreman) and all six positions were union. In addition there was also a Director of <br /> Public Works. <br /> • Parks which functioned with a crew of three (one of which was a working <br /> foreman) and all three positions were non-union. There was also a Parks and <br /> Recreation Director. <br /> The total working maintenance crew for the City was nine workers. <br /> The City Council has formally discussed the Public Works Department staffing model <br /> five times since it was first introduced at the May 12, 2008 City Council meeting when <br /> we received notice that then Superintendent Jim Perron was retiring. Twelve months <br /> prior to Jim's retirement, the City Administrator and the Public Works Director began <br /> working on a process to review internal candidates to fill this vacancy. After discussion <br /> at this meeting Council tabled the item pending further Council discussion.
