N HILLS <br /> MEMORANDUM <br /> DATE: December 15, 2008 <br /> TO: Mayor and City Council <br /> FROM: Ron Moorse7 City Administrator <br /> Greg Hoag, Public works Director <br /> SUBJECT: Public Works Staffing <br /> Back round <br /> At the time of Jim Perron's retirement from the Public worksSuperintendent_ _ position, the City eight Public works maintenance workers and the Superintendent_ Since that time the Cit <br /> y <br /> y <br /> has been operating with seven maintenance workers and an acting su erintendent_ <br /> p <br /> `rhe reduced staffing level has caused difficulties in scheduling crews <br /> _ _ g f©r daily maintenance <br /> projects_ This became a greater problem recently when the crew was split to create an evenln <br /> P g <br /> shift for skating rink flooding_ The reduced staff also creates an on-Qoino concern rco - o� �ard�n� the <br /> ability to handle multiple emergent situations such as a water main Y break at the same time as a <br /> significant snow fall_ while these multiple events are difficult with a full complement of� staff, <br /> they are even more difficult with a reduced staff <br /> A recent water main break was repaired just in time to enable the crew <br /> P � re to be av allable for snow <br /> ice ce control ro <br /> activities_ we were also fortunate that a recent sever line repair project_ P p � t did .not <br /> coincide with a significant snowfall_ In addition, regardless of other emer enc situations th <br /> g Y , e <br /> current reduced staffing level could result in a lower service level in terms of maintenance <br /> roc of <br /> trails and I-ce rinks in the aftermath of a significant snowfall_ <br /> As a way to measure whether the Cit 's Public works staff v_ y staffing level is adequate, inadequate,or <br /> excessive, the City's staffing level was compared to the staffing level in similar <br /> g cities in the <br /> metro area_ To provide a means of comparison, the staffing levels were compared <br /> the _ _ _ _ g P ed �n relation to <br /> area of each city-n square miles, and in relation to each city's populat- <br /> ion; both of which a <br /> P P re <br /> indirect measures of the amount of infrastructure in the cities_ The attached graphs vv_ �. p s sho the <br /> comparative relationships for the group of 13 cities_ `f`'he show that the Arden Hill graphs s <br /> staffing level is below the aver-age in relation to both population ulatio and area_ <br />
