percent of his time as a member of the crew and 50 percent of his time completing <br /> organizational tasks for the department. The loss of time while he is operating as a <br /> member of the crew has also caused a ripple down effect, the Public Works Director has <br /> had to spend a substantial amount of time in coordinating and scheduling routine tasks for <br /> the crew. Tasks which we would expect the Foreman or Superintendent to complete <br /> include: mapping and as-built updates, files and reports such as assisting the Director <br /> with the annual MS4 permit report, as well as general electronic recordkeeping which has <br /> been put aside because other tasks and emergency situations become the priority as this <br /> position has had to function as part of the working crew. With the Public Works Director <br /> completing tasks which normally would be completed by the Foreman or Superintendent, <br /> it has left a void of duties and tasks that the Public Works Director position would <br /> normally complete. Many of these tasks have been completed by the Roseville <br /> Engineering Staff or by other Consulting Engineers thus causing some of the workload <br /> issues with our current Engineering Agreement with Roseville. <br /> A substantial amount of information has been provided in this memo. Staff hopes it has <br /> answered all of the questions raised during previous discussions. This is an issue that <br /> needs to come to resolution. It has continued to bring the morale of the department <br /> down, and has caused workload and safety issues for the entire department. We are <br /> beginning to see an increase in work related injuries. After review of these injuries it is <br /> believed that our maintenance employees are feeling the stress of having fewer <br /> employees to complete the same amount of tasks as in the past. <br /> Also included for review are the following three attachments: <br /> • Attachment H- Draft Memorandum of Understanding for a Working Foreman <br /> Position <br /> • Attachment I- Subdivision 17 of the Public Employer Relations Act, which lists <br /> the 10 items that define a"Supervisory Employee" <br /> • Attachment J- Draft Working Foreman Position Description <br /> Council Direction Requested <br /> 1) Council direction to bring forward a recommendation to the next regular meeting a <br /> request for a permanent Working Foreman or Superintendent position. If the direction is <br /> a Working Foreman, a memorandum of understanding will need to be authorized by the <br /> collective bargaining unit as this will become a new position within the current Union <br /> Contract. <br /> 2) Authorize staff to fill the vacant Public Works Maintenance position which will be <br /> created due to the promotion of an existing maintenance employee to the position of <br /> Working Foreman or Superintendent. <br /> 5 <br />
