ARDEN HILLS CITY COUNCIL—March 8, 2010 2 <br /> 2.A. TCAAP Update (continued) <br /> is tentatively scheduled for the week of May 24, but the final date and time have not been set. <br /> According to Mr. Legare, the auction may occur as soon as the last week in June. The next <br /> conference call with the GSA is scheduled for Monday, March 15, 2010, at 2:00 p.m. The <br /> TCAAP multi jurisdictional meeting has been scheduled for Wednesday, April 14, 2010, from <br /> 6:30 p.m. to 8:00 p.m. in the Arden Hills City Council Chambers and the community meeting is - <br /> scheduled for April 20, 2010, from 6:30 p.m. to 8:00 p.m. in the Marsden Conference room at the <br /> Ramsey County Public Works building. The Planning Commission held a worksession on March <br /> 3, 2010, to discuss the proposed zoning regulations for the TCAAP property. The City will <br /> continue their review of the TCAAP zoning regulations at worksessions on March 15 and March <br /> 29. Once the draft regulations are completed, the Planning Commission will hold an official <br /> public hearing and make a recommendation to the City Council. Staff issued a request for <br /> proposals (RFP) for planning and legal services to assist the City's effort in preparing zoning <br /> regulations for the TCAAP property. Proposals were dues on March 3, 2010, and Staff has <br /> provided a recommendation on the March 8 meeting agenda. <br /> B. 2009 Community Development Year-End Review <br /> Community Development Director Lehnhoff provided a 2009 Year in Review summary for the <br /> Community Development Department. This summary included: <br /> • Processed 24 planning cases incorporating 36 land use requests; <br /> • Reviewed six code amendments, including the liquor regulations, the nuisance <br /> ordinance, and a new rental registration ordinance; <br /> • Adopted the 2030 Comprehensive Plan thereby completing a multi-year planning <br /> process; <br /> • Demolished the former public works building; <br /> • Completed the repairs on the City Hall building; <br /> • Approved new 20 year franchise agreements with Xcel Energy for natural gas and <br /> electrical services; <br /> • Reviewed 329 code enforcement cases and closed 311 cases. <br /> • Adopted Rental Registration program <br /> • Reviewed 1,161 construction permits <br /> • Adopted a new code compliance policy <br /> • Implemented PermitWorks <br /> • Continued the TCAAP planning process <br /> • Renegotiated residential curbside recycling contract <br /> • Completed the Clear Channel billboard lawsuit <br /> City Planner Meagan Beekman provided details for the planning cases and code amendments <br /> that were reviewed by the Community Development Department. There were twenty-four <br /> planning cases covering thirty-five land use requests. Twenty-one requests were approved, one <br /> was withdrawn, thirteen are pending and one was denied. <br /> Community Development Director Lehnhoff outlined the 2010 projects for the Department <br /> including an excessive use ordinance, other ordinance updates and changes, and TCAAP zoning <br /> regulations. <br />
