Subd 5. to 15. — These ten components list the information and performance <br /> requirements for a future master plan. Essentially, these components set the <br /> direction for the City and a developer. This is where the City can set a balance _ <br /> between some flexibility and particular requirements. The ten planning _ <br /> components include Land Use and Design Standards; Transportation and Transit; <br /> Park, Recreation and Open Space; Utilities; Alternative Urban Areawide Review <br /> (AUAR); Environmental Review and Remediation; Environmental Sustainability; <br /> Contractual; Financial and Resource; Construction Staging; and Subdivision. <br /> Subd. 16. PUD Final Plan. This is the final phase of the PUD process and is used <br /> when a developer actually starts construction on a particular phase. The PUD <br /> Master Plan will be a plan for the entire TCAAP property, but construction is <br /> likely to occur over time in different stages. The PUD Final Plan is used to <br /> finalize the construction detail for a specific stage of development. <br /> Parks, Trails, and Open Space <br /> Section 1320.135 Subd. 6E and Subd. 7 addresses the park, trail, and open space requirements <br /> for the TCAAP property. Since there is not a specific layout for the property and since the <br /> boundaries of the property are likely to change to accommodate the Ramsey County park and <br /> open space requests, it is not possible to create a map to display the exact requirements. Instead, <br /> these sections set the parameters for the park and open space requirements, which is largely in <br /> step with previous TCAAP planning discussions. <br /> Assuming the Ramsey County park and open space requests are approved, there would be <br /> approximately 430 acres available for redevelopment. Of the developable area, the City has the <br /> ability to require land for public park and open space uses. With a ten percent park and open <br /> space requirement, the zoning regulations would reserve 43 acres for park and open space uses. <br /> Please note that this does not include private landscaping,private sidewalks, or the right-of-way. <br /> Land Use and Legal Consultant Review At the March 8 regular meeting, the City Council authorized staff to contract with the <br /> Cuningham Group for planning and legal services to assist in the preparation of the TCAAP <br /> zoning regulations. The purposes of the consultant is to refine and strengthen the proposed <br /> regulations, incorporate best planning practices, and help ensure the legal enforceability of the <br /> regulations.
