� N HILL =E S <br /> MEMORANDUM <br /> DATE: April 27,2010 Item. 4.A - <br /> TO: Parks,Trails, and Recreation Committee <br /> FROM: James Lehnhoff, Community Development Director <br /> SUBJECT: TCAAP Planning Process and Zoning Regulations <br /> Action Request <br /> Staff is seeking input on the draft TCAAP zoning regulations, particularly Sections 1320.135 <br /> Subd 6.0 and 7 that relate to parks, trails, and open space (Pages 14-16 of Attachment Q. The <br /> proposed regulations are intended to generate discussion and lead to the adoption of zoning <br /> regulations for the TCAAP property. <br /> Background <br /> At the February 16, 2010, City Council worksession, staff proposed a TCAAP zoning regulation <br /> concept that is based on the mixed use vision that was adopted in the 2030 Comprehensive Plan. <br /> After reviewing the concept, the Council directed staff to continue working on the proposed <br /> zoning regulations and to begin a review process with the City Council; Planning Commission; <br /> Economic Development Commission; and Parks, Trails, and Recreation Committee. Before the <br /> regulations can be adopted, the Planning Commission will hold a public hearing, and the Council <br /> will have the final review. Ideally, the regulations will be approved or close to approval prior to <br /> the public auction,which may occur as soon as the last week in June 2010. <br /> Because the composition of the Parks, Trails, and Recreation Committee has changed since the <br /> start of the master planning process for TCAAP, this memorandum provides a general overview <br /> of the TCAAP property and planning process. <br /> TCAAP Property and Planning Process Overview <br /> In 1941, the United States Army purchased approximately 2,400 acres of land for what would <br /> become the Twin Cities Army Ammunition Plant(TCAAP).
