EN HILL <br />S <br />MEMORANDUM <br />DATE: April 26, 2010 <br />TO: Mayor and City Council <br />FROM: Meagan Beekman, City Planner <br />SUBJECT: Planning Case #10-006 <br />Zoning Code Amendment <br />Flood Plain Regulations <br />City of Arden Hills <br />Back�round <br />The Federal Emergency Response Agency (FEMA) recently conducted a Flood Insurance Study <br />for I�amsey County. As part of that study FEMA updated the flood insurance rate map panels <br />for all jurisdictions in Ramsey County. Flood insurance rate map panels are created by FEMA <br />for each community in the United States. The maps identify which properties are located within <br />a floodplain. This is important both for insurance reasons, and because properties within <br />floodplains are subj ect to additional regulations to minimize any potential flood damage that <br />might occur. The new maps have been sent out to communities and will become effective on <br />June 4, 2010. The revised maps are available in an electronic format at <br />ftp://ft�.dnr.state.mn.us/pub/waters/flood�lain/County data/Ramsey. The last time Arden Hills <br />received updated map panels was in 1981. The u dated ma s are substantiall similar to the <br />p p y <br />previous maps in terms of what areas are determined to be within a floodplain. <br />As part of the Flood Insurance Study and adoption of the new flood insurance rate map panels <br />each community in Ramsey County is required to adopt floodplain regulations that are com liant <br />. . , p <br />wlth federal regulatlons and the Mlnnesota Department of Natural Resources (DNR) b the June <br />. y <br />4, 2010, effective date of the new map panels. If a community does not adopt com liant <br />. . , p <br />floodplain regulations and submit t�em to FEMA by the effective date, the communit will be <br />. Y <br />suspended from the Natlonal Flood, Insurance Program.
