Subd. 181 Substan�ial Da�nage. Darr�age of any origin sustarne� by a structu�-e where t�e cost of res�or-ing the struct�re to its before damaged �ondition would e�ual or ex�eed 5� percent of t�e ma�-ket val�e of the structure befare t�e c�amage �ccurred_ (Added Q�/OS/�Q} Subd. 182 Substantia� In�provement. (Added OS/OS/�0� W�th�n a�y consecutive 3�5-day per�od, any �-econsir�uction, re�abi�itatio� (�ncluding �orma� mair��e�ance and repair), repair after damage, a�id�tion, or other im�rovement of a s�ructu�-e, the cos� of which equals or exceeds SO percent o� the mar�e� �alue of the s�ructure before the `'start af eonstruc�ion" of the �r�pro�ement. This te�n i�cludes s�ruct�res that have incurr-ed "substantia� damage," regardless of the ae�ual repair wa�k perf��ed. The term does not, however, ir�clude either� A. Any �rojee� for impro�ement of a stru�ture to correct ex�sting violations of state o� �ocal healt�, sanitary, or sa�e�}� code specifications Which have been ident� f ed b� the local code enforcement off ei ai and which are the rr�ini�um n�cessary to assure safe living conditions. B. �ny altera�ian of an "historic structure," provided �hat the alteration will no� preclu�e the strueture's continued designation as an "�istoric structure." For the pur�pose of this 4rdinance, "hisforic str�.�cture,' shall be as def ned in 44 Code o� Federal Regulations, Part 5�.1. �ubd. 183 Tower_ Any poie, spire or structure, �r a�y co�nbinat�on �hereof, to �vhich an an�enna �s attached, or whicl� is designed fo�- an �.ntenna to be attached, and all sup�orting lines, ca�tes, wires a�d braces; i�cl�ding but not l�mited �o a free-standing radio {including ham radio and pr�vate radio transmitting) or tel�vision receivi�g antenna, a windm i� l, and a wind-}�ower gene�att�r.
