Pracedures consistent with M�nneso�a Re�u�ations <br />� 983, Par�s 61 �fl.54�0-f� 120.f�2�� and 44 Code of Federal Regulations Part <br />55 shall be �ol�owed �n �his expert evaluation. T'he designated engineer or <br />ex�e�t is strongly encouraged to c�iscuss tl�e proposed technical eva�uation <br />�nethodology wi�� �he respective Depa�t�ent o� Natural Resources' Area <br />�ydrologis� prior to �orr��encing the ana�yst_ The des�gna�ed engineer or <br />expert shall: <br />1. Estimate t�e peak disc�harge of tl�e regiona� floQd. <br />2. Calculate t�le water surface pro�ile o#�the regional flood �ased upor� a <br />i�ydraulic analysis of t�� strearn channel and overbank areas. <br />3. Colnpute the floodway n�cessary to conve� or store the regional #lood <br />without increasing �lood stages mo�e tha� �.5 foot. A�esser stage increase <br />than 0.5 �oot s�al� be required if, as a res�It of the additio�al State <br />�ncrease, increased flood damages v�ould resuit. An ec�ual degree of <br />encroachrr�ent on bot� side� of the stream within the reach �hall be <br />assumed ir� computing floodv�ay boundaries. <br />C. T�e City Adm���strator shai� present the �ec�nica� eva�uation and findings <br />of the c�esignated e�g�n�er or ex�er-t to the City Cou�c�l. Th� Cit� Co�ncil <br />�hall formally accep� t�e technicai evaluatior� and the reeorr�me�ded <br />F�oodway andlor Flooc� �ringe District boundary or deny ��e pe�nit <br />app��cation. T%e City Council, p�or to offici�l action, may s�bm�t the <br />applicatio� and all support�ng data and a�lalyses ta the Federa� Er��rgency <br />�anagernent Agency, the Department of �Iatura� Resources or tl�e Plann�ng <br />Co�nmiss�o� for review and comment_ Once the F�oodway a�d Flaod Fring� <br />Boundaries have been deter�nined, �he City Council shall refer the mat�er <br />�aci� �o the City Adr�ninistrator who sha�l process the �errnit a�p�ication <br />c�nsistent wit� �he a�plicab�e pravis�ons of this Section. <br />
