businesses of Arden Hills, as well as people passing through the City. The proposed antennas <br />would be at a height of 175 feet. <br />The applicant has submitted an application, coverage analysis, engineer letter, and site survey <br />(Attachment D). <br />Discussion <br />Zoning Regulations <br />The approval of this application is contingent on approval of Planning Case 09-023, which <br />would bring the tower into conformance with the Zoning Code and the original CUP. If <br />Planning Case 09-023 is approved, this application would meet all zoning regulations. To add <br />new antennas to the tower, the Zoning Code requires a CUP Amendment. <br />According to the Zoning Code, new antennas shall be located on City water tower sites unless <br />the applicant shows, to the reasonable satisfaction of the City, that this is not feasible. If it is <br />established that the City water tower sites are not feasible, the Zoning Code lists alternate <br />locations, in order of preference, for antennas. The first preference in the Zoning Code, after <br />City water tower sites, is existing towers or structures located within any Industrial, Civic- <br />Center, or Business District zoned property. <br />The applicant has submitted a letter and coverage map addressing the use of the water tower <br />sites. According to the applicant's engineer, the height and location of the City water tower sites <br />are such that a gap in coverage would exist without the use of the Reiling Tower (Attachment D). <br />The proposed site is located in the I-1 Industrial District. The antennas would be located on the <br />existing tower eliminating the need to construct a new tower, which would meet the secondary <br />location requirement of the Zoning Code. <br />Enginee�ing Review <br />The City has contracted with OWL Engineering to verify the information provided by Clear <br />Wireless and conduct a coverage analysis of the proposed location compared with the City water <br />tower sites. The consultant prepared coverage analysis maps that indicate that there would be <br />diminished or lack of coverage in some areas if either City water tower site was used as opposed <br />to the proposed site. The consultant also supplied a letter explaining why his coverage maps <br />differ slightly from the coverage maps prepared by Clear Wireless (Attachment B). The <br />consultant's conclusion was that his maps did not take into consideration seasonal foliage and <br />building penetration, which was likely considered by Clear Wireless. The impacts of these <br />variables would impact the look of the coverage maps; however, he felt that the underlying <br />conclusion between the two analyses was the same. <br />City of A�den Hills <br />City Council Meeting for April 26, 2010 <br />C: I DOCUME�I I MEAGAN 1.
