DRAFT <br /> 1320.135 Special Requirements of the Mixed Residential and Mixed Business Districts. <br /> The Mixed Residential and Mixed Business Districts encompass 460 acres of the former Twin <br /> Cities Army Ammunition Plant(TCAAP)property, hereinafter the 460 acres is referred to as the <br /> TCAAP property. The TCAAP property represents a significant opportunity to expand the <br /> City's mix of housing types,businesses,parks, and open spaces as well as an opportunity to <br /> consider an innovative development of regional significance. The information and procedures in <br /> this section are intended to be a framework within which a detailed development plan for these <br /> two districts will be created. The development plan must be a cohesive master plan that is cost- <br /> effective, does not burden the existing community, and advances the gg4js of Arden Hills and the <br /> 2030 Comprehensive Plan. The master plan shall be prepared pursuR"the Planned Unit <br /> Development procedures outlined in this section. In reviewing and approving a master plan, the <br /> City Council shall make the final determination on the compatibility : d,consistency with <br /> purpose of the MB and MR Districts and all provisions in this nd relat6 sections of the City <br /> ;. <br /> Ordinances. <br /> Subd. 1. General Procedure. In ord6f to achieve the purp8Q f the Mixed <br /> Residential and Mixed Business Distric , a reuse pt4a for the TCAAP�p operty shall <br /> be prepared through the Master Planned TWj,:,De elopment (PUD)iprocess. This <br /> process promotes the reuse of land in a d if d manner by treating the entire <br /> development as a single enti while recognizing the...unique nature of the property. <br /> The procedure is summarized asQws: <br /> A. Applicant:,shall submit 'UD Concept Plan to the City. <br /> C.
