MEMORANDUM <br /> DATE: May 24, 2010 <br /> TO: Mayor and City Council <br /> Pat Klaers, City Administrator <br /> FROM: Meagan Beekman, City Planner <br /> SUBJECT: TCAAP Reuse and Public Sale Update <br /> General Service Administration (GSA) Conference Call <br /> The City held a conference call with the GSA on Thursday, May 20, 2010. Mr. Legare stated <br /> that the marketing firm hired to assist in the sale of the TCAAP property is Jones Lang LaSalle. <br /> They are in the process of setting up a website for the property and a virtual tour. The marketing <br /> firm as requested a meeting with the City the morning of Thursday, May 27, all council members <br /> are welcome to attend. Mr. Legare is continuing to discuss with the Army the draft IFB. They <br /> are focusing on how to work the lease/license agreements into the IFB in order to ensure that the <br /> remediation takes place. Most of the discussion during the conference call was around this issue. <br /> The concerns raised by the City during the call were the issue of property tax revenue and police <br /> and fire protection of the former FOST areas if they will continue to be owned by the Army <br /> while the developer begins remediation and possibly construction. <br /> Mr. Legare asked that the City draft a letter to the Army indicating that the park dedication <br /> requirement would be ten percent for the portion of land that is sold, as opposed to a higher <br /> amount. He stated that this would act as the City's contribution to the land transfer of the trail to <br /> Ramsey County. <br /> The second bidder's conference has been moved to the morning of June 24. It will be held at the <br /> Fort Snelling Henry Whipple Building as before. Mr. Legare anticipates that a draft of the IFB <br /> will be available at that meeting. He stated that the City would receive the draft prior to the <br /> bidders' conference to comment on. Based on the new schedule the public auction start date has <br /> also been moved back to the second week of July. <br /> Ramsey County Park and Open Space Requests <br /> Mike Fix and Greg Mack are continuing discussions with the MPCA to work out the clean up <br /> requirements of the land to be transferred to the County. <br /> \\Metro-inet\ardenhills\Admin\Council\Agendas&Packet Information\2010\5-24-10 Regular\Packet Information\052410-CC Memo- <br /> TCAAP update.doc <br /> Page 1 of 2 <br />
