DRAFT <br />H. Parking. The amount of parking spaces provided shall not exceed the <br />spaces as calculated by the requirements in Section 1325.06 Subd 1.J. An <br />applicant may request a modification of the maximum allowed number of <br />parking spaces by submitting a study of anticipated parking demand. <br />Parking studies shall be prepared by a professional engineer with expertise <br />in traffic and parking analysis. Shared parking shall be required where <br />feasible. Parking structures are encouraged to reduce surface parking lots, <br />increase landscaping, and use the land more efficiently. <br /> <br />I. Bridges. Any bridges on the site or reconstructed to accommodate <br />development on the site shall provide bicycle and pedestrian pathways. <br />The bridges shall include design elements that are compatible with the <br />development. The design and construction of any bridge over Rice Creek <br />shall be coordinated with Ramsey County and respectful to the adjacent <br />open space. <br /> <br />J. Signs. Chapter 12, Sign Code, shall apply. When a parcel is <br />developed, the following Sign Districts shall apply: <br /> <br />1. District 1 shall apply to all single-family and two-family dwelling <br />parcels. <br /> <br />2. District 2 shall apply to all multiple dwelling parcels. <br /> <br />3. District 4 shall apply to all commercial, retail, and industrial <br />parcels. <br /> <br />Subd. 6. Transportation and Transit Component. <br /> <br />A. Traffic Study. <br /> <br />1. The City shall require a traffic analysis that is prepared by a <br />traffic engineer. Such analysis shall assess the impact of the <br />development proposal on adjoining and internal roadways and <br />intersections as well as on-site circulation. <br /> <br />2. If the traffic study indicates that a proposed project or use will <br />have significant impact on the existing service levels of roadways and <br />intersections, the City shall require a traffic management plan to <br />mitigate traffic impacts. Such plan may include travel demand <br />management strategies, use of transit facilities, or other appropriate <br />measures to reduce traffic congestion. Such plan may also necessitate <br />improvements to on- and off-site road systems and intersections. The <br />applicant shall be responsible for installation and expense of necessary <br />road system improvements and pedestrian facilities. <br /> <br />DRAFT: 6/3/2010 <br />Page 41 of 50
