Motion carried. <br /> APPROVAL OF MINUTES <br /> Chair Straumann asked for a motion to approve the minutes of February 10, 2010. Ms. <br /> Falkowski moved, seconded by Ms. Pederson, that the minutes of February 10, 2010 be <br /> approved as mailed. Motion carried. <br /> PRPOSED LAND EXCHANGE-NORTH KOHLMAN MARSH OPEN SPACE <br /> Mr. Mack explained that the Ramsey County Home Rule Charter includes a no net loss <br /> of parkland provision. Under this provision, parkland cannot be converted to another <br /> use unless it is replaced by, at a minimum, with an equal size and valued parcel that <br /> contributes positively to the Parks and Recreation System. Exchanges of parkland <br /> through the Home Rule Charter require public hearings and review through the <br /> prescribed ordinance process. <br /> Mr. Wehrle presented a proposal for the Gervais Woods Subdivision located in the cities <br /> of Little Canada and Maplewood. In order to accommodate stormwater treatment <br /> needs, the developer, with the support of the cities of Little Canada and Maplewood, <br /> have requested that Ramsey County consider a property exchange. To comply with the <br /> Home Rule Charter, the developer has offered to exchange a 27,924 square foot parcel <br /> of land fora 13,020 square foot parcel located within the North Kohlman Marsh Open <br /> Space. The parcel proposed for transfer is of similar character and approximately <br /> double the size. Review by the Ramsey County Assessor found that the square foot <br /> value of the property contained in each parcel is comparable so the value of the parcel <br /> Ramsey County would receive is approximately double that of the parcel that would be <br />
