ARDEN HILLS CITY COUNCIL—April 26, 2010 2 <br /> 2. PUBLIC INQUIRIES/INFORMATIONAL <br /> A. Presentation of GFOA Award <br /> Mr. Jim Knutson, Minnesota Government Finance Officers Association, presented Finance <br /> Director Sue Iverson with the Distinguished Budget Presentation Award, Certificate of <br /> Achievement with Excellence in Financial Reporting, and Certificate of Achievement in Annual <br /> Financial. This is the first time Arden Hills had been honored with the Distinguished Budget <br /> Award. Only ninety-three other cities in Minnesota have received the financial reporting award. <br /> Nineteen cities in Minnesota have received the Distinguished Budget Presentation Award. Only <br /> three cities in the state of Minnesota have been awarded with all three awards: Eden Prairie, <br /> Bloomington and now Arden Hills. <br /> B. TCAAP Update <br /> Community Development Director Lehnhoff stated a conference call was held with Kevin <br /> Legare at the GSA on April 13. Mr. Legare stated they were continuing to work on the Invitation <br /> for Bid (IFB) for the public auction. The GSA is now considering a process whereby the <br /> remediated portions of the property that exceed the Army's negotiated industrial standard would <br /> be transferred to the owner after a successful bid. However, the portions that require remediation <br /> to the industrial level would not be transferred until the remediation is complete. The purchaser <br /> would also be required to provide a financial surety for the estimated cost of the remediation plus <br /> an additional percentage to ensure that the remediation is complete. The GSA noted that this <br /> process has not been finalized. Mr. Legare indicated that the City would be given an opportunity <br /> to review the IFB prior to its official release. The second bidders conference is still anticipated to <br /> occur the last week in May with the auction the last week in June. The County is close to securing <br /> a commitment from the Army to have the requested land transferred to the County at no cost. The <br /> actual land transfer would not take place prior to the public auction, but the requested land would <br /> not be included in the public auction. The TCAAP Multi jurisdictional meeting was held on April <br /> 14 at City Hall. A similar community meeting was held at the Public Works building on April 20. <br /> The presentation is available on the City's website and the April 14 meeting is also being <br /> rebroadcast on CTV. The Economic Development Commission continued their review of the <br /> draft TCAAP zoning regulations at their April 21 meeting. The PTRC will be reviewing the draft <br /> regulations at their April 27 meeting. <br /> C. City Administrator Update <br /> Acting City Administrator Sue Iverson stated the City Council has chosen Patrick Klaers to <br /> negotiate with for the position of City Administrator. On April 23, the City Attorney and the <br /> Personnel Committee held successful negotiations with Mr. Klaers. Pending City Council <br /> approval later in the meeting, Mr. Klaers will begin as City Administrator on May 3, 2010. <br /> D. Approval of Resolution No. 2010-021 Recognizing National Public Works <br /> Week: May 16-22, 2010 <br /> Public Works Director Greg Hoag stated National Public Works Week is May 16 to May 22. <br /> This is an opportunity to recognize the services provided by our Public Works Department in <br /> protecting and repairing our public works systems such as water, sanitary sewer, storm sewer, <br />
