ARDEN HILLS CITY COUNCIL—May 24, 2010 2 <br /> 2.A. TCAAP Update (continued) <br /> issue of property tax revenue and police and fire protection of the former FOSET areas if they will - <br /> continue to be owned by the Army while the developer begins remediation and possibly <br /> construction. Mr. Legare asked that the City draft a letter to the Army indicating that the park <br /> dedication requirement would be ten percent for the portion of land that is sold, as opposed to a <br /> higher amount. He stated that this would act as the City's contribution to the land transfer of the <br /> trail to Ramsey County. The second bidders' conference has been moved to the morning of June <br /> 24 and based on the new schedule the public auction start date has also been moved back to the <br /> second week of July. Mike Fix and Greg Mack are continuing discussions with the MPCA to <br /> work out the clean up requirements of the land to be transferred to the County. The PTRC <br /> reviewed the proposed TCAAP zoning regulations at their April 27 meeting. The Planning <br /> Commission continued their review at their May 5 meeting, and they anticipate holding a public <br /> hearing at their June 9, 2010, meeting to make a formal recommendation to the City Council <br /> regarding the proposed TCAAP zoning regulations. <br /> Mayor Harpstead pointed out that the bidders' conference may not be at City Hall and residents <br /> should be sure to check the location if they are interested. <br /> PUBLIC <br /> Mayor Harpstead opened the Public Inquiries/Informational at 7:09 p.m. <br /> Mr. Rich Straumann, 4380 Arden View Court, Arden Hills, provided the Council with a layout <br /> for a possible pedestrian crossing over Trunk Highway 51. He requested the City continue to <br /> work with Mn/DOT on a crossing in this location. He also suggested changing the name of the <br /> Resolution being proposed as Item 7A from "Pedestrian Friendly Infrastructure" to "A Safe and <br /> Efficient Pedestrian Infrastructure." <br /> Mr. Gene Gjerdingen, 2553 Fisk Street, Roseville, stated he strongly favors having a pedestrian <br /> crossing in this location. <br /> Mr. Steve Gjerdingen, 2553 Fisk Street, Roseville, stated it is difficult to get around on bike or <br /> walking in this area and he sees value to the City in a crossing in this location. He stated the key <br /> time to do this crossing would be at this time while the State is reconstructing Interstate 694. <br /> Mayor Harpstead closed the Public Inquiries/Informational at 7:14 p.m. <br /> 3. APPROVAL OF MINUTES <br /> A. February 16, 2010 City Council Worksession <br /> Councilmember Holden stated on page 4, the last sentence, the period in the middle of the <br /> sentence should be removed. <br />
