ARDEN HILLS CITY COUNCIL—March 29, 2010 2 <br /> A. TCAAP Update <br /> Community Development Director James Lehnhoff stated Mr. Legare has stated that the GSA <br /> is continuing to work with the Army on the special terms for the Invitation for Bid. There have <br /> not been any changes to the remediation timeline or concept since the last conference call. The <br /> next conference call scheduled for Monday, April 5, 2010, will be rescheduled. The Wildlife <br /> Corridor will still be transferred as anticipated. The Army is supportive of Ramsey County's <br /> request for the 500-foot wide trailhead that crosses the Arden Hills Army Training Site (AHATS) <br /> and the Primer Tracer area with certain conditions that are still being discussed. The balance of <br /> the Primer Tracer area would be removed from the public auction and absorbed into the AHATS <br /> property if this moves forward. The 150-foot wide trail corridor along the eastern property line <br /> has not yet received support from the Army. City Staff and the County are continuing discussions <br /> on options for obtaining the trail corridor. Staff met with the Cunningham Group on Monday, <br /> March 22, 2010, to begin their involvement with the TCAAP zoning project. They anticipate <br /> completing their initial review of the draft zoning regulations by April 5 to evaluate the <br /> regulations for conformance with City goals in the Comprehensive Plan and Minnesota Statutes. <br /> The City is on track to adopt the regulations by the end of June, in time for the public auction. <br /> The TCAAP multi jurisdictional meeting is scheduled for Wednesday, April 14, 2010. As of <br /> March 25, 13 people have confirmed that they will attend the meeting. <br /> C. Bond Rating Upgrade - <br /> Mr. Jonathan North, Ehlers & Associates, stated the City has held a Bond Rating from Standard <br /> and Poors (S&P) of A+. S&P has reviewed the rating and has upgraded the City to an AA+ <br /> rating. He explained the new rating and its impacts to both the City Council and the public. <br /> Councilmember Holden asked if Arden Hills would be able to achieve a rating of AAA given its <br /> size. <br /> Mr. North stated that the size of a City is a factor used by S&P and it is not likely at this time <br /> Arden Hills would receive a rating of AAA. <br /> Councilmember Grant asked if this would affect the City's conduit financing. <br /> Mr. North stated that this would have no affect on the City's conduit financing. <br /> Mayor Harpstead thanked Finance Director Sue Iverson for her hard work over the last three <br /> years, the work of the Finance Department, the Financial Planning and Analysis Committee, and <br /> the City's financial consultants. <br /> PUBLIC <br /> Mayor Harpstead opened the Public Inquiries/Informational at 7:15 p.m. <br /> Ms. Melinda Peloquin, 1645 Valentine Avenue, expressed concerns about the proposed <br /> reconstruction of Valentine Avenue in the 2010 PMP project proposal. She also stated that her lot <br /> was being assessed as two lots. She stated she did not believe that this particular lot would satisfy <br />
