beyond the typical armory, but it could also include such amenities as a pool, additional <br /> classrooms, expanded gymnasium space, upgraded gymnasium flooring, a larger fitness center, <br /> sports fields, and/or office space. The cities of Cambridge and Faribault recently completed their <br /> joint building with the National Guard(Attachment B). There are also TACC's in Bloomington, <br /> Rosemount, Interview Grove Heights, and Brooklyn Park. The TACC concept has only been <br /> around for about the last 15 years, so most armories were initially built without a local partner. <br /> The TACC construction schedule had been as late as 2016; however, the National Guard was <br /> recently selected for full Federal funding to complete the project. With funding in place, <br /> construction is now anticipated to start in March 2013 with completion scheduled for September <br /> 2014. The timeframe is anticipated to be as follows: <br /> • August 2010—National Guard hosts the Planning Programming Document Charrette <br /> (PPDC), which is a workshop to prepare the general design and layout requirements for <br /> the project. The City will be invited to share ideas for the TACO. The dates for the <br /> charrette have not yet been announced. <br /> • June 2011 —Complete 35% design level <br /> • December 2011 —Complete 65%design level <br /> • October 2012—Complete 100% design level <br /> • March 2013 —Begin construction <br /> • September 2014—Complete construction <br /> The base cost of the armory is $18.8 million,which includes $17.1 million for construction and <br /> $1.7 million for design. This price does not include any additions or enhancements to create a <br /> community center. <br /> Community Center <br /> While the National Guard has expressed interest in partnering with Arden Hills to construct the <br /> TACO, the situation in Arden Hills is somewhat unique because the National Guard has access to <br /> Federal funds for 100 percent of the project. A National Guard armory project that receives 100 <br /> percent Federal funds can only be built to their standard specifications, which does not include a <br /> community center component or a local partner at the start of the project. Despite the Federal <br /> funding limitations, there are options for the City and National Guard to partner to create a <br /> TACC after initial construction is completed or possibly at the start of construction. <br /> Federally Funded Project <br /> As noted in the above paragraph, a Federally funded project limits the City's ability to be <br /> involved at the start of the project. However, once the project is completed in 2014 and <br /> the National Guard assumes occupancy of the armory from the Federal government, the <br /> National Guard may then partner with the City to create a community center.
