The local partner is typically responsible the costs of enhancements or additions to the <br /> basic armory facility. Such enhancements may include an upgraded gymnasium floor, <br /> additional classroom space, office space, a pool, upgraded finishes, and any sports fields. <br /> On occasion, the State will share the cost for certain upgrades that directly benefit the <br /> National Guard, such as a larger gymnasium floor. <br /> After construction, the City would become responsible for a portion of the operating and <br /> maintenance costs. The National Guard does not have a standard agreement; therefore, <br /> an agreement would need to be negotiated. <br /> Next Steps <br /> With Federal funding available to construct the armory, the City will need to make a decision on <br /> participating in the initial project by the end of September 2010, which is when the National <br /> Guard anticipates making their decision on the funding source. That does not provide much time <br /> for the City to identify if or what facilities are needed in a community center, particularly if the <br /> City would want an expansion or upgrade of the basic armory building. <br /> If the City waits to partner with the National Guard until after the armory is constructed, that <br /> would provide more time for the City to determine if and what facilities may be needed. <br /> Although the City's ability to customize the building would be reduced and costs may be higher <br /> in the future, the City would still have the opportunity to negotiate for use of the building. The <br /> National Guard has rented space to communities in a number of their armories throughout <br /> Minnesota after construction. <br /> The City has been invited to the August charrette to provide ideas on what the City may want <br /> included in the armory project. Attending the charrette and providing design ideas does not <br /> commit the City to participating in the project. Even if the City does not participate during <br /> construction, the ideas shared at the charrette could influence the design so that future additions <br /> are more easily accommodated. <br /> Attachment <br /> A.
