Northwestern College shall require parking permits for the users on <br /> the Property and not allow commuter Northwestern <br /> parking. <br /> College shall be responsible for monitoring parking on the site. <br /> 15. The applicant shall prevent, either through barrier or construction <br /> 'the passage of vehicles from the Property to the ro ert <br /> P p y <br /> immediately to the west, subject to approval from the City <br /> Engineer and the property owner to the west, prior to the issuance <br /> of an Occupancy Permit. <br /> 16.
