-,�ARQEN ]HILLS <br /> MEMORANDUM - <br /> DATE: July 26, 2010 <br /> TO: Mayor and City Council <br /> FROM: James Lehnhoff, Community Development Director <br /> SUBJECT: TCAAP Reuse and Public Sale Update <br /> General Service Administration (GSA)Update <br /> Kevin Legare from the GSA and Phil Youngberg from the Environmental Protection Agency <br /> (EPA) met with staff at City Hall to provide an update on the EPA's reports and the auction <br /> process. The EPA is in the process of completing their Environmental Assessment (EA), which <br /> is community-oriented document that discusses the history of TCAAP, the previous planning <br /> processes, the public sale, and general remediation processes. Mr. Youngberg stated that the <br /> report will conclude with direction for the purchaser to continue the State pollution remediation <br /> requirements and local planning processes for redevelopment. This document is anticipated to <br /> be completed in September. <br /> Mr. Legare stated that the Invitation for Bid (IFB) is almost complete and is anticipated to be <br /> reviewed by the Army in the next two weeks. Once the Army approves the document, it will be <br /> released to the public. The final IFB will include the full auction timeline, a minimum bid, and <br /> the Army's remediation requirements. Mr. Legare indicated that the GSA is reviewing the letter <br /> the City sent in July that outlined the concerns related to the draft terms of sale. <br /> In order to provide more time for developers interested in bidding on the property, Mr. Legare <br /> stated that the auction is not expected to be held until at least 60 days after the IFB is released. <br /> Based on that timeline, the auction would not occur until the end of September at the earliest. <br /> Ramsey County Park and Open Space Requests <br /> Greg Mack is continuing to work with the GSA to obtain an access agreement to the TCAAP site <br /> for further environmental investigation. Mr. Legare stated that the agreement has been drafted <br /> and is being reviewed by legal counsel. Once the County has access, they can enroll in the <br /> Minnesota Pollution Control Agency's Voluntary Investigation and Cleanup (VIC)program. <br /> According to Mr. Legare, the land transfer would not take place until after any required <br /> remediation is complete.
