Pedestrian improvements <br />The City has talked with Mn/DOT regarding pedestrian access throughout the project area. <br />in addition, the Council did pass a resolution supporting the inclusion of pedestrian safe <br />infrastructure as a part of the project. Mn/DOT has taken a proactive approach in trying to <br />address the pedestrian issue in this area. Crossing I-694 on the Hamline/TH 51 bridge <br />does present situations that are not safe for pedestrians. These situations require <br />pedestrian to cross traffic headed into two separate entrance loops or crossing a high <br />speed connection from I-694 to TH 51. In addition to these concerns, a pedestrian trail <br />that follows TH 51 would require either crossing a RR track at grade, which the RR would <br />not be in favor of, or crossing under the RR track which would require the reconstruction of <br />the RR bridge in order to accommodate the addition of a trail under it. <br />The City would like to participate in the construction of a segment of sidewalk from Floral <br />Drive to County Road F. Mn/DOT is willing to work with the City on the construction of this <br />sidewalk as long as no right of way is required as a part of the construction. If right of way <br />is needed, the process of purchasing the land would cause the project to be delayed. In <br />this situation, Mn/D4T would have to work with the City in a different way on this <br />construction. Mn/DOT will work with city staff in designing a sidewalk that will be included <br />in the construction plans. <br />The layout does not clearly show any intersection control at the intersection of Hamline <br />Ave and County Road F. Mn/D4T has been analyzing the appropriate control for this <br />location. A roundabout, standard signal and a green tee signal were all being evaluated <br />and a signal will be installed as a part of the construction project. The signal will be shown <br />on the distribution copy of the layout upon the completion of the municipal consent <br />process. <br />As CSAH 76 is slated for a future trail, Mn/D4T has designed the typical section for CSAH <br />76 to allow for 10' from the end of the slope paving to the back of curb for a sidewalk on <br />the west side. There is also an 8' shoulder on both sides of the roadway for bicyclists to <br />use. <br />Noise <br />�r� �qu�� C�p����tu�it�y �n�pl�y�� <br />
