Ramsey County, the property has an assessed value of$2.7 million. The Code also requires <br /> the Council to take into consideration the amount of open space and recreation areas that are <br /> being provided on site to be used by the occupants of the development, if above and beyond <br /> the required amount. The final park dedication requirements will be determined by the City <br /> Council; however, the applicant is aware that this will be a condition of approval of the <br /> proposal. <br /> According to State Statute, cash payments made to cities in lieu of park dedication can only <br /> be used towards the construction of new recreation facilities and cannot be used to maintain <br /> existing facilities. <br /> 4. Guiding Plan for the B-2 District <br /> The existing building on Lot 1 is presently situated in a way that conforms to many of the <br /> principles in the Guiding Plan for the B-2 District. The building is situated close to the street <br /> with nearly all of the parking located to the back of the building. The use, as a student <br /> housing facility, is similar in nature to uses already permitted in the District, such as high <br /> density multiple-family housing. The subdivision of the lot into two offers an opportunity to <br /> increase the intensity and mixture of uses on the site, which is a stated goal of the Guiding <br /> Plan, and decrease excess parking. The future development of Lot 2 maintains the <br /> opportunity for a gateway entry feature, additional outdoor seating or gathering space, and an <br /> overall site plan that meets the requirements of the Zoning Code and forwards the vision of <br /> the Guiding Plan for the B-2 District. <br /> Because the site is not being fully redeveloped, but rather re-used, other principles of the <br /> Guiding Plan that relate to this site are not as clearly addressed. For example, it is not <br /> possible to realign the access drives towards a new intersection to accommodate a traffic <br /> light, because of the placement of the existing building. <br /> On the other hand there may be opportunities given the existing site layout to further advance <br /> the Guiding Plan. One example might be the addition of on-site green space or a recreation <br /> area. Furthermore, based on the use of the site as a student housing facility, and the likely <br /> demands of the users for access to recreation and outdoor space, Staff feels that the current <br /> amount of useable green space on the property is deficient. Staff initially suggested that the <br /> front access aisle be removed in favor of a landscaped green space; however, there are other <br /> potential opportunities for this type of feature in the rear of the building as well. As part of <br /> the park dedication negotiations with the property owner, it is possible that on-site amenities <br /> may be added in order to partially fulfill the applicant's park dedication obligations. <br /> 5. Additional Review <br /> The Building Official and the Fire Marshal have determined that an Occupancy Permit will <br /> be required in order to allow people to inhabit the property after May 31, 2011, when the <br /> current interim use permit expires.
