City Code requires that a minimum of one tree be planted along the right of way for <br /> every 40 feet of street frontage. Lot 1 has 580 feet of frontage which would require 14 <br /> trees to be planted. Their plan proposes 14 street trees with an additional 10 to be located <br /> throughout the parking lot. <br /> Perennials and Shrubberies—Flexibility Requested <br /> City Code requires that at least ten percent of the total landscaped area shall be covered <br /> with perennials and/or shrubbery. Code requires 7,300 square feet of perennials and <br /> shrubbery. The applicant is proposing 5,800 square feet. <br /> Planting Islands—Flexibility Requested <br /> City Code requires that at least ten percent of the parking area be occupied by planting <br /> islands that are at least 150 square feet in size, edged in concrete curb, and have at least <br /> one tree. The application proposed 10 planting, which would consist of 6.4 percent of the <br /> parking area. All of the proposed islands would meet the size and tree specifications of <br /> the Code. <br /> Tree Selection—Meets Requirements <br /> The selection and size of trees that will be provided on site meet the requirements of the <br /> Code. <br /> B. Design Standards—Section 1325.05 Subd. 8 <br /> Because Lot 1 has already been developed, and the building and parking lot are proposed <br /> to remain largely unchanged, the majority of the design standards that apply to the B-2 <br /> District are not applicable to this application. That being said, there are certain aspects of <br /> the design standards that do apply to this particulate application in regards to Lot 1. Lot 2 <br /> will be evaluated at the time that a proposal for development is submitted. <br /> Site Furnishings and Seating Areas <br /> Arden Hall currently has a small patio area adjacent to the student lounge. <br /> Parking <br /> Parking is currently located to the rear of the building, which is in compliance with the <br /> design standards for the B-2 District. The Code also required concrete curb around the <br /> periphery of all parking lots, access roads, and parking lot islands. The proposed plan <br /> indicates curb around most of the parking lot, and ribbon curb adjacent to the south side <br /> of the storm water pond. Staff has included a condition that all curb be constructed of <br /> concrete barrier curb, throughout the site. <br /> Lighting <br /> At this time a lighting plan has not yet been submitted; however, Staff has added a <br /> condition of approval of this application that a lighting plan be submitted that meets the <br /> requirements of the Code.
