ARDEN HILLS CITY COUNCIL—August 9, 2010 17 <br /> 7. B. Resolution 2010-040: Electing to Continue Participating in the Local Housing Incentives <br /> Account Program Under to Metropolitan Livable Communities Act(continued) <br /> repercussions if the City is not able to meet the affordable housing by 2020. If the City does not <br /> participate in this program then in the future the City will not have the opportunity to participate <br /> in these types of grants. In order to participate the City has to take two steps: adopt a resolution <br /> acknowledging the affordable housing and life-cycle housing goals and the next step would be to <br /> adopt a housing action plan which talks about how the City would try to meet those goals. <br /> Mayor Harpstead clarified even if the City does not participate in this program the goals for <br /> affordable housing and life-cycle housing are still part of the City's goals in the 2030 <br /> Comprehensive Plan. <br /> Councilmember Holmes asked why the City was participating in this program. <br /> Mayor Harpstead stated this program affords the community the benefit of being eligible for <br /> grants that would otherwise not have been available. <br /> Councilmember McClung clarified by not participating in this program the City would not be <br /> eligible for other grants that may be used for cleanup on the TCAAP site, similar to the grant <br /> received for the cleanup at the Traverse Business Center. <br /> City Planner Beekman stated by not participating in the program the City would not be eligible <br /> for those grants offered through the program. <br /> Councilmember Holmes stated she thought it was illogical that the Metropolitan Council set <br /> goals for affordable housing and life-cycle housing and then offered grants for cleanup of business <br /> sites. <br /> Councilmember Holden stated the City was only acknowledging the goals that already part of <br /> the 2030 Comprehensive Plan. <br /> Councilmember Grant clarified if TCAAP did not develop then the City would not be able to <br /> meet the affordable housing and life-cycle housing goals. The goals can be changed based on <br /> what happens at TCAAP. At this time taking part in this program would not disadvantage the <br /> City. <br /> City Planner Beekman stated the Resolution specifically states these goals are based on the <br /> assumption that the former TCAAP site will redevelop in accordance with the 2030 <br /> Comprehensive Plan and if TCAAP does not redevelop by 2020 or develops in a manner different <br /> than contemplated in the Comprehensive Plan, the housing goals will need to be re-evaluated. <br /> The motion was called to a vote. <br /> The motion carried unanimously(5-0). <br />
