Other Unfinished Business <br /> Committee Member Straumann asked whether the high-efficiency lighting for Freeway <br /> had been dropped? <br /> Ms. Olson indicated it had been dropped because the grant they were looking required <br /> that you show a certain amount of savings within an allotted amount of time and they <br /> could not meet that threshold since they were not getting the cost savings on labor. <br /> Because they were not eligible for the grant they decided not to go ahead with the <br /> lighting. <br /> Discussion ensued regarding the parks and possibly putting a notation in the Arden Hills <br /> Notes so residents are made aware that there is some poison ivy in the parks. <br /> 4. NEW BUSINESS <br /> A. Parks Maintenance Management Plan <br /> Ms. Olson indicated that in order to keep the parks properly irrigated, fertilized and <br /> weeded, it was decided that a park maintenance plan was required. She has placed the <br /> parks into four levels depending upon use,with Level 1 being most used. Some other <br /> items she has on the schedule include mulching, play structure replacement, and hard <br /> court resurfacing. <br /> Ms. Olson indicated Council reviewed the maintenance plan and suggested adding <br /> maintenance of park signs and lighting. The idea behind the plan is to keep the parks <br /> looking better than they have in the past. <br /> Ms. Olson indicated that garden maintenance is a problem because the City have 32 <br /> gardens that all have perennials which require a lot of weeding. She mentioned they <br /> started thinning out the plants in the gardens and are making rows and will be start a <br /> spraying program. <br /> B. 2011 CIP Preliminary Discussion <br /> Ms. Olson reviewed the 2011 preliminary CIP projects. She does not have plans to add <br /> many items for the coming year except that County Road E will stay on the list even <br /> though that will not take place until 2013. She indicated that there will still be a Park <br /> Bench Implementation and there is $5,000 in the budget for benches this year which <br /> amounts to approximately 8 benches. This will also remain on the CIP for four total <br /> years. Ms. Olson indicated court maintenance will remain on the CIP since $15,000 is <br /> alloted every year for both trail maintenance and hard court rehabilitation. <br /> Ms. Olson mentioned that the hydrologist's report regarding Valentine Park will be <br /> further discussed at the next Council meeting and reported that there currently is $50,000 <br /> in the budget for improvements to the park. <br /> Ms. Olson gave an update on the State Farm Company Foundation Good Neighbor <br /> Program that Don Messerly had applied for. State Farm had turned down the grant <br />
