A step in the County's process for reviewing proposed parkland <br /> conversions is for the Parks and Recreation Commission to review the proposal and <br /> make a recommendation to the Ramsey County Board of Commissioners. Following <br /> discussion of the proposed land exchange utilizing a series of maps, Mr. Jenni moved, <br /> seconded by Ms. Falkowski, that the Parks and Recreation Commission recommend <br /> approval of the North Kohlman Marsh Open Space land exchange for the proposed <br /> Gervais Woods Subdivision. Motion carried. <br /> REVIEW OF PRELIMINARY CONCEPT PLANS FOR THE PHALEN-KELLER <br /> REGIONAL PARK MASTER PLAN <br /> Mr. Wehrle explained that the Minnesota Legislature had appropriated funds to the city <br /> of St. Paul and Ramsey County for updating the Master Plan for the Phalen-Keller <br /> Regional Park. The City of St. Paul Parks and Recreation Department has the lead role <br /> in the master plan preparation process. A task force was assembled including a <br /> representative from the Ramsey County Parks and Recreation Commission. The task <br /> force has met several times to review current developments within the Phalen-Keller <br /> Regional Park and discussed potential improvements for future consideration. Mr. <br /> Wehrle reviewed in detail the proposed concept elements for the Keller portion of the <br /> regional park. The proposed concept reinforces development plans contemplated in the <br /> Ramsey County System Plan with an emphasis on improving trial connectivity <br /> throughout the site. In addition, there is a strong interest in improving the fishing access <br /> in the Spoon Lake area and redevelopment of Highway 61 from County Road B to <br /> Wheelock Parkway as a parkway that incorporates traffic calming, landscaping and trail <br /> improvements. A public meeting to receive comments on the master plan concepts is <br /> scheduled for May 6, 2010 at 5:30 p.m. at the Phalen Park Shelter. The Ramsey <br /> County Parks and Recreation Commission members were encouraged to attend a <br /> public meeting to comment on the proposed concepts. <br /> GOLDEN SHOVEL EVENT AT TAMARACK NATURE CENTER <br /> Mr. Mack reminded Commission members of the event scheduled for April 17, 2010 at <br /> 11:00 a.m. at the Tamarack Nature Center. <br /> DIRECTOR'S REPORT <br /> • Mr. Mack briefed the Commission on discussions with the City of Maplewood <br /> regarding future acquisitions at Fish Creek Protection Open Space and <br /> potentially Beaver Lake County Park. <br /> • Commission members were invited to participate in the Legacy Amendment <br /> Public Meeting scheduled for May 11, 2010, 6:30—9:00 p.m. at the Como <br /> Visitor's Center to discuss the 10 and 25-year plans for regional and state parks <br /> and trails. The Commission meeting scheduled for May 12, 2010 will be <br /> cancelled in order to accommodate Commission members' attendance at the <br /> Legacy Meeting. Mr. Mack noted that if there is business that needs to be <br /> conducted by the Commission in May, a time and location will be scheduled <br /> before the Legacy Meeting. <br /> 2 <br />
