0 am�t� <br /> -,,�ARZEN ]HILLS <br /> MEMORANDUM <br /> DATE: September 13, 2010 <br /> TO: Mayor and City Council <br /> FROM: Meagan Beekman, City Planner <br /> SUBJECT: TCAAP Reuse and Public Sale Update <br /> General Service Administration (GSA) Update <br /> The City held a conference call with Mr. Legare on g <br /> September 2. During the conference call Mr. <br /> p <br /> Legare stated he had met with the Army the previous week to discuss the process for deeding the <br /> p g <br /> property. He indicated that the deal structure of transferring the property in three stages has not <br /> changed. Additionally he stated that the Army was now considering g holdin a sealed bid auction <br /> rather than an online auction. <br /> Mr. Legare stated that he had completed the draft Invitation for Bid IFB and that he was almost <br /> finished getting comments back from all interested parties. He stated that he had submitted a <br /> draft to Carmen Netten of the Attorney Generals Office and had recently spoken oken with her about <br /> her comments regarding the timing for the completion of the Response Action Agreement <br /> p g <br /> (RAA) by the buyer of the property. Mr. Legare indicted that once he had completed <br /> i p <br /> incorporating Ms. Netten�s comments into the document he would forward the draft IFB to the <br /> City for review. He stated that he wanted comments from the City regarding re din statements within <br /> g <br /> the IFB about the City's land use and zoning regulations regarding the are property. Mr. Le <br /> g <br /> stated that his goal was to get the City's comments and then make the draft IFB public within the <br /> next two to three weeks. Once the document was public he would look for feedback from <br /> potential bidders regarding the terms of sale. He anticipated that if he did not receive negative <br /> p g <br /> feedback on the terms of sale he would make the draft document final, and that once the <br /> document was final the auction would be held within 45 to 60 days. <br /> Mr. Legare also stated that he had met with Bob Brown at MnDot to discuss parcels of land <br /> adjacent to 3 5 W that will be conveyed to MnDot. The land in question is located outside of the <br /> fence and will not impact the sale of the property to a private bidder.
