The terms and conditions for employment are also recommended to be different than <br />what was provided to the Public Works Director. The main difference is that I am <br />recommending a severance pay condition for Jill. This proposal is outlined in the attached <br />September 16, 2010, memo from me to Jill. <br />The main reason the City received a severance pay request from Jill and why I am <br />recommending the attached severance pay provision, has to do with the recent history of <br />this position with the City. Jill will be the fifth Community Development Director since <br />Aaron Parrish assumed the position in 2002 and two of the Directors were with the City <br />for less than two years. While the previous Directors have left employment with the City <br />for a variety of reasons, this recent history is a cause of concern for any highly qualified <br />and well employed candidate that we are trying to attract. In this regard, I believe it is in <br />our best interest to do something slightly different than normal in order to hire Jill <br />Hutmacher. Jill will bring the City instant credibility, is well respected in the profession, <br />and her hiring will be a positive statement about Arden Hills' commitment to community <br />development. <br />Action Requested <br />Motion to approve the hiring of Jill Hutmacher as the Arden Hills Community <br />Development Director at Grade 11, Step 7($ 8 8,219) of the City Compensation Program <br />and that the employment proposal includes the severance pay condition as outlined in the <br />attache d S eptemb er 16, 2 O 10 memo . <br />
