3. Additional Review <br />The Building Official, Fire Marshal, Public Works Director, and City Engineer have <br />reviewed the application and do not have any objections to the proposed project. While <br />details regarding the locations and sizes of utilities need to be worked out, Staff feels <br />confident that there will be no major concerns regarding these issues. <br />Findings of Fact: <br />Staff will prepare full findings of fact regarding this proposal for the November 3 Planning <br />Commission meeting. A full analysis of the project is not possible based on the fact that plans <br />may still be adjusted in order to mitigate concerns raised by neighbors in the community. <br />Recommendation <br />Staff has had discussions with Presbyterian Homes, and has mutually agreed that a motion to <br />table this planning case to the November 3 Planning Commission meeting is most appropriate. <br />This recommendation is for a number of reasons, including; the need for proper notification for a <br />hearing regarding a comprehensive plan amendment for Block 2, to give Presbyterian Homes an <br />opportunity to address the concerns raised by neighbors, and to give Staff additional time to <br />review the implications of any possible changes to the project. Presbyterian Homes has also <br />requested the additional time to meet further with neighbors to discuss comments made at the <br />September 29 community meeting regarding this project. <br />Staff is also recommending that the Planning Commission keep this item on the regular agenda <br />and hold a public hearing as scheduled. It is important to hear all of the concerns, questions, and <br />comments from the community so that they can be fully addressed in the coming weeks. <br />Deadline for Agency Actions <br />The City of Arden Hills received the completed application for this request on September 7, <br />2010. Pursuant to Minnesota State Statute, the City has extended its review deadline by an <br />additional 60 days, beyond the initial 60 day review. The City must act on this request by <br />January 4, 2011 (120 days).
