Impacts to trees
Presbyterian Homes of Arden Hills
Preliminary Landscape Management Plan
Page 2
Tree resources on the site were inventoried and analyzed by Steve Nicholson, a certified forester. The
Forester's Report, (dated 7 September 2010), is included in the Appendix to this plan. The report
characterizes the general conditions of the site and trees identified as significant according to the city's
Zoning Code. It notes the presence of several tree diseases and one soil -borne disease, all of which pose
a threat to trees on the site. It further highlights the obvious presence of species such as European
buckthorn and honeysuckle which have "heavily invaded" wooded areas of the site. Ash trees are also
present on the site, according the report; although the report notes that none of the ash appear to have
evidence of the Emerald Ash Borer, the site lies proximate to locations in Saint Paul where Emerald Ash
Borer has been identified.
A list of significant trees present on the site is included in the tree preservation plan (which is included in
the appendix).
The Forester's Report analyzed historical aerial photography in an attempt to understand the longer
term patterns of vegetation on the site. In 1957, the wooded areas currently present on the site were
largely open. When compared to other nearby woodlands, the current woods are relatively young.
The report concludes that the wooded areas of the site are in poor condition. The presence of tree
diseases (with at least one being untreatable), invasive species, and storm damaged trees, along with
the lack of nature regeneration in the wooded areas, do not support the long term viability of the
existing trees.
The Forester's Report identified 329 significant trees on the site. Sunde Land Surveying identified 317 in
a recent survey; 12 trees are not accounted for in this survey, but current investigations are focused on
locating those trees and verifying their sizes and conditions. An updated survey and analysis of impacts
will be required prior to finalizing this landscape management plan.
Construction of the proposed improvements will impact 208 trees, or a total 3939 caliper inches
according to the tree survey. In areas unaffected by development activities, 109 trees will remain (a
total of 2302 caliper inches).
Conditions of trees is dynamic, with the specified condition of a tree in the Forester's Report subject to
change as a result of natural decline, weather events, disease, insects, vandalism, and other factors.
Ratings, such as those in the tree survey and Forester's Report, speak to current size and condition, and
are based on the City of Arden Hills' definitions and standards for significant trees.
Types and quantities of preserved trees
The proposed development activities will not impact all of the trees on the site. A tree preservation plan
has been prepared as a companion to this landscape management plan, and it indicates those trees on
the site that are intended to be preserved. The tree preservation plan indicates that 109 significant
trees, a total of 2302 caliper inches, will remain once construction is complete. In addition, a significant
