process is meant to create a better development than the standard regulations may otherwise <br />allow. <br />The PUD process allows the City to negotiate certain aspects of the development that would <br />otherwise not be possible through a typical site plan review or Conditional Use Permit; <br />however, any conditions imposed on the PUD must have a rational basis related to the <br />impacts of the development. While each PUD process is unique, it is a common process used <br />by many cities. The PUD process cannot be used to permit uses that would not otherwise be <br />permitted in the underlying zone. <br />The Planned Unit Development (PUD) process is typically at least a two step process. The <br />first step is the Master PUD, which is a detailed concept plan for the entire development <br />proposal, often outlining individual phases for development over a specified period of time. <br />The second step is the Final PUD for each phase, which is a more detailed review as each <br />development phase moves forward; however, it is not uncommon for single phase projects to <br />request both a Master and Final PUD approval at once. <br />3.
