DATE: October 25, 2010 <br />EN HILLS <br />MEMORANDUM <br />TO: Honorable Mayor and City Council <br />Patrick Klaers, City Administrator <br />FROM: Meagan Beekman, Cit y Planner <br />SUBJECT: TCAAP Reuse and Public Sale Update <br />General Service Administration (GSA) Update <br />According to Deepa DeAlwis, of the MPCA, the Land Use Control Remedial Design (LUCRD) <br />document was finalized and approve by MPCA and EPA earlier this month. So the land use <br />controls are now in place and are enforceable. Staff has not been able to successfully contact <br />Mr. Legare this past week; however, in our last conversation he had stated that he is still working <br />on incorporating this language in to the draft IFB. Once he has completed drafting the land use <br />restrictions into the IFB he has stated that he will send the draft to the City for review and <br />comment. <br />Staff has sent out updates to the City's neighboring communities, Ramsey County, and the <br />Metropolitan Council regarding the TCAAP property. <br />Ramsey County Park and Open Space Requests <br />Ramsey County has begun the Voluntary Investigation and Cleanup (VIC) program with the <br />MPCA on the parcels of land to be transferred to the County.
