./k.Rej HILLS <br />MEMORANDUM <br />DATE: October 25, 2010 <br />TO: Honorable Mayor and City Council Members <br />Patrick Klaers, City Administrator <br />Page 1 of 2 <br />FROM: Terry Maurer, Public Works Director <br />SUBJECT: Mn/DOT I -694 Improvement Project- Municipal Consent Resolution <br />Background <br />Mn/DOT is proposing an improvement project for the interchange of I- 694/TH51 in <br />Arden Hills. In June, Mn/DOT submitted a Mn/DOT approved layout to the City, <br />requesting City approval (Municipal Consent) of the layout. On August 9, 2010, the City <br />Council held the public hearing for this project. <br />Discussion <br />Following the August 9, 2010 public hearing, City staff met with Mn/DOT and Ramsey <br />County to review comments heard from City Council members and residents. (At a later <br />date staff met with the Shoreview PWD as he was not available for the initial meeting) <br />Items of discussion included traffic /access, pedestrian movements, noise, and project <br />benefits. Staff requested additional information from Mn/DOT based on the comments <br />made at the public hearing. <br />At the September 20, 2010 worksession the City Council asked staff to prepare some <br />possible conditions for a Municipal Consent resolution. Those were prepared and emailed <br />to council members late last month. The draft conditions were reviewed and discussed by <br />the City Council at their October 11, 2010 worksession. At the end of the discussion the <br />City Council requested to review the revised conditions at their October 18, 2010 <br />worksession. At the October 18, 2010 worksession the conditions were reviewed and <br />some minor changes were requested by the City Council. <br />All of the changes made to the conditions by the City Council at the 18 worksession <br />have been made with the exception of one. Condition #8 has not been changed as staff <br />has made a field visit and measured the existing available room for a detached trail on <br />both sides of the road. A detached trail would require a two foot clear zone from the <br />curbing, ten feet for the width of the trail and a one foot reaction area between the trail <br />and the bridge columns for a total of 13 feet. There currently does not appear to be 13 <br />feet of area outside of the road on each side for a detached trail so the condition has be <br />left to request an appropriate area for a ten foot trail on the west side. <br />City Council Meeting <br />C: \Users \terry.maurer\Desktop\I -694 Memo.doc <br />
