and police access remain throughout the project construction schedule. A condition has been <br />added that would require Presbyterian Homes to enter into a construction phasing plan that is <br />subject to the approval of the Public Works Director, Ramsey County Sheriff, and the Lake <br />Johanna Fire Department. This construction phasing plan will detail police and fire access, <br />parking of construction vehicles, staging of construction equipment, the timing for various <br />stages of the project, and the repair of any damage done to streets as a result of the <br />redevelopment. <br />Findings of Fact: <br />This project includes the following requests: amendments to CUP 70 -052, 78 -031, and all <br />subsequent amendments; a preliminary and final Plat combining the two parcels; a rezoning of <br />the property from R -2 to R -4; a Master PUD; and a Final PUD. <br />Staff offers the following thirty -one findings of fact for this proposal: <br />General Findings: <br />1. The Presbyterian Homes property is a combined total of 22.5 acres in size. <br />2. The Presbyterian Homes property is currently in the R -2 District. <br />3. The Presbyterian Homes property currently has a future land use designation of Public <br />and Institutional in the 2030 Comprehensive Plan. <br />4. The applicant is proposing to re -plat the properties into one parcel; Lot 1, Blockl. <br />5. The applicant is proposing to demolish 188 independent and assisted living housing units <br />and construct 202 independent and assisted living units in their place. <br />6. The applicant is proposing to maintain 208 skilled nursing units as they are currently <br />configured on the site. <br />7. The applicant is proposing to maintain the current uses of independent living, assisted <br />living, memory care, and skilled nursing care; however, the mix of uses is proposed to be <br />altered. <br />8. The proposed development does not require park dedication. <br />9. The applicant is requesting TIF as part of the redevelopment application. <br />Preliminary and Final Plat Findings: <br />10. The application conforms to all requirements of the City's Subdivision Ordinance. <br />Rezoning Findings: <br />11. The property is currently zoned R -2. <br />12.
