(RAMSEY COUNTY :ROAD :149)
Clark Engineering: provided us with C1tOwitigs: of the concept design of the :rtlajOr:reVisionsAd the
Presbyterian Homes campus near the :intersection: of:Lake:Johanna :Boulevard, :County Road
and New Brighton Road, On August 1:8, County Traffic Engineer Erin :Labereeā€ž Arden Hilts .poNio
Works Director Terry :Maurer, Protect ArChitoct. Daniel Weatherman of POpeAssodiates, Project
Engineer Ryan of Clark Engineering,: and 1 net to discuss the project. We have the following
comments:
The-concept is ::generally :apoeptabie to the countys.PuMic: Works :Department.:
The:proposal:la- consolidate the on Lake Johanna Boulevard into 'a single
access point is an improvement and the location shown Is acceptable. The access would
require 00(mit.
The::14unit:facility located in the triangular area ::between Lake Johanna Boulevard and New
Brighton Road concerns us ::because of the pede 1r:01c create between it and
the main campus.: The development in this ::area may provide an opportunity to remove the
New Brighton Boulevard leg:: of the five D/Lake Johanna
iBoulevard/New Brighton: Road intersection and create a more conventional intersection
there. We would like to discuss the possibility of removing that leg, building :a: suitable
turnaround to serve the residents, and extending Gien PauI Avenue to Lake Johanna
Boulevard as a public street. The County road jurisdidtion. :could: be placed on the new
section of Glen.:PaL4: Avenue and New Brighton: :Boulevard south of Gien PauI Avenue could
be City Street. This would -.simplify the operation of the toK*
Road :::0: intersection. It would requite. :dedication of right woy--alongjhe north end of the
PreSpyterian::Homes: property:: there, but would align their new -.driveway with a public street,
which would be a more logical place for a crossWak, R would create more indirect ::access
for the home in the northwest corner of the existiog .:intersection, but:mu1:0 reduce traffi on
the east side of the home. :1:t would also require that the parking area for that unit be
reconfigured. Nevertheless, we feet that, the removal of the fifth .f;:eg of intersection has
merit and request that :tho:City consider it a nd we await your response. Presbyterian
Homes'. representatives indicated that they would :explore ::_options for reconfiguring the site
and would discuss these options with their 'dent.
