They operate
under two Conditional Use Permits (CUP), previously called Special Use Permits (SUP), which
were approved and amended over the course of the past several decades. The City does not have
a record of the earliest approvals; however, the following proposals are known to have been
reviewed by the City:
70 -052 Conditional Use Permit
73 -010
Conditional Use Permit
Amendment and Variance
75 -017
Conditional Use Permit
Amendment
78 -031 Conditional Use Permit
82 -025
Conditional Use Permit
Amendment
89 -001 Sign Variance
93 -022
Conditional Use Permit
Amendment Site Plan Review
04 -015
Rezoning, Comp Plan
Amendment, and Preliminary
Plat
05 -017
Conditional Use Permit
Amendment
72 unit addition to the
existing Lakeview
Residence building
4/14/71 Approved
Addition of a sound 14
foot barrier fence
4/9/1973 Approved
McKnight Care Center
and Parking Lot
Expansion
Date Unknown Approved
Sutton Place Apartments 11/27/1978 Approved
Cluster Housing
Development on Sutton
Place Property
1/11/1983 Tabled
Front Yard Sign
Encroachment
2/13/1989 Approved
Addition and
reconfiguration of
Lakeview Residence
Building
11/30/1993 Approved
Redevelopment of
Triangle Properties
7/7/2004 PC Recommended Denial
7/16/2004 Withdrawn
No Council Action Taken
Addition to McKnight
Care Center
7/11/2005 Approved
Presently Presbyterian Homes has 396 units between the Lakeview Residence, the McKnight
Care Center, and the Sutton Place apartments. The McKnight Care Center contains 208 units
and Sutton Place has 19 independent senior units. The Lakeview Residence has 169 units; 136
of which are assisted living and 33 exclusively for memory care.
The applicant is requesting approval of a major redevelopment of their care facility.
Presbyterian Homes is proposing to demolish the Lakeview Residence and Sutton Place
Apartment buildings located at 3120 and 3220 Lake Johanna Boulevard, and construct a three to
four -story senior housing building and two brownstone style two -story apartment buildings in
their place. The existing McKnight Care Center would remain in its current location and would
not be altered as part of this application. Included in the proposal, the applicant is requesting a
CUP amendment that would consolidate the existing approvals for the properties under a single
PUD, a preliminary and final plat that would consolidate the two parcels into one, and rezoning
from R -2 to R -4 to bring the mix of uses currently on site into compliance with the Zoning Code.
Presbyterian Homes has submitted a redevelopment application, project narrative, and trip
generation analysis describing their request (Attachment A). Additionally, they have submitted a
full set of redevelopment plans detailing their proposal (Attachment D).
City of Arden Hills
Planning Commission Meeting for November 3, 2010
Page 2 of 15
