DATE: November 10, 2010 <br />A.RZEN HILLS <br />MEMORANDUM <br />TO: Honorable Mayor and City Council <br />Patrick Klaers, City Administrator <br />FROM: Jill Hutmacher, Community Development Director z3"Ci <br />SUBJECT: TCAAP Reuse and Public Sale Update <br />General Service Administration (GSA) Update <br />A conference call was held with Kevin Legare, General Service Administration, on November <br />10. The Land Use Control Remedial Design (LUCRD) document has been finalized and <br />approved by MPCA and EPA. Work continues on the Invitation for Bid (IFB). According to <br />Mr. Legare, the Army and MPCA are currently negotiating an environmental covenant that will <br />be incorporated into the IFB and allow the MPCA to enforce environmental cleanup. Because <br />this document is still being negotiated, the IFB is not anticipated to be released prior to <br />January /February 2011. Bid closing will be scheduled 90 days after the publication of the IFB, <br />which is longer than the 45 -60 day bid period previously discussed and should allow private <br />developers more time to evaluate the IFB and the property. <br />Ramsey County Park and Open Space Requests <br />Ramsey County has begun the Voluntary Investigation and Cleanup (VIC) program with the <br />MPCA on the parcels of land to be transferred to the County.
