� <br />Level III: This level of maintenance is performed at mini parks or park green <br />spaces that have typically low activity (few park amenities). Maintenance at this <br />level is at a moderately low level usually associated with low visitation or remote <br />parks. Parks categorized in this level: Johanna Marsh and Lindey's <br />Level IV: Low level of maintenance usually associated with low level of <br />development and undeveloped areas. This generally includes areas where ground <br />cover shall be left in a non-maintained (natural) condition. Examples include <br />wooded areas, open spaces, wetlands, and community preserves. Parks categorized <br />in this level: Crepeau Nature Preserve <br />Each level lays out a recommended maintenance plan that is designed to act as a guide to <br />help with the upkeep and maintenance of each level park. Each of our parks focuses on <br />different activities and has different levels of use. This plan is designed to help staff <br />maintain each park at the level that is most appropriate for its general day to day use. Our <br />playground equipment and hard surface replacement schedules have been included in the <br />plan and are important to the overall upkeep and safety of our parks. <br />Plan Review <br />Staff incorporated all of the comments and suggestions from City Council and Parks, Trails <br />and Recreation Committee (PTRC) reviews. The areas added/edited: <br />• Recycling - The City is currently working with the St. Paul - Ramsey County <br />Department of Health to establish recycling in our parks. We will now be able to <br />offer recycling bins in all of our parks. <br />• Sign l�Iaintenance —��� �ark signs ha�e a�aintena�ce sched�le �ecomme�ded <br />from the sign vendor. <br />• Playground Mulch - Under the play structures category, playground mulch <br />replacement needed to be addressed. There is a replacement schedule included in <br />the plan that is now referred to. <br />• Pond, sediment basins and MS4 (Municipal Separate Storm Sewer System) <br />outfall inspection and cleaning — The City will follow our SWPPP (Stormwater <br />Pollution Prevention Program) guidelines to determine necessary cleaning and <br />maintenance. <br />The Public Works Director and Parks and Recreation Manager are currently working on a <br />trail maintenance plan. Goodpointe Technologies assessed our trails and gave each a <br />rating. These ratings will help to establish a replacement schedule. Specific maintenance <br />tasks for each trail need to be created similar to the proposed park maintenance standards. <br />Staff will continue to work on this and bring back to Council for review at a work session <br />early in 2011. <br />Staff has begun to utilize our Manager's Plus Software for all maintenance, including <br />playgrounds, hard court maintenance, building repairs and turf management.
