DATE: <br />TO: <br />FROM: <br />SUBJECT: <br />Background <br />A.RZEN HILLS <br />MEMORANDUM <br />November 29, 2010 <br />Honorable Mayor City Council <br />Meagan Beekman, City Planner <br />4 <br />Resolution Authorizing the Application for Recycling SCORE Grant Funds <br />from Ramsey County <br />For 2011, the City of Arden Hills is eligible to apply for $20,846.00 in grant money from <br />Ramsey County's recycling SCORE grant program. The grant can be used to offset the cost of <br />the City's recycling program, including administration, equipment, and collection costs. In the <br />past, the City has primarily used the grant money to offset collection costs and the twice yearly <br />community cleanup costs. The County requires a resolution from the City Council to authorize <br />the application for the SCORE grant. The only requirement of the grant is that the money can <br />only be used for the City's recycling program. <br />The budget for the City's recycling program in 2010 was $172,989. The City received $20,114 <br />in SCORE grant money in 2010, which offset approximately 11.6 percent of the base cost of the <br />residential recycling program. Revenue share from Eureka Recycling also plays a role in <br />reducing the base cost of the recycling program. Recycling fees, which are assessed to each <br />participating residential property, cover the remaining portion of the recycling budget. <br />The proposed recycling budget for 2011 is $134,622. The maximum SCORE Grant funds would <br />be in the amount of $20,846.00. This would account for approximately 15.5 percent of the total <br />budget. This amount also includes an estimated amount of $15,000 in expected revenue sharing <br />for 2011, though this amount might change as the recycling market continues to recover over the <br />next year. <br />SCORE originally stood for the Governor's "Select Committee on Recycling and the <br />Environment."
