EN HILLS MEMORANDUM DATE: November 29, 2010 TO: Honorable Mayor and City Council Members FROM: Patrick Klaers, City Administrator SUBJECT: Labor Relations Consulting Proposal Background Proposal The union contract for the Public Works employees (eight members) expires at the end of 2011 and we will soon be negotiating terms and conditions for renewal of the contract. The current three year contract is for 2008 2010. The Personnel Committee discussed the idea of using a consulting firm to assist the City in its union contract negotiation. By using a consulting firm to assist the City we obtain expertise in the art of negotiations and advice on the current and future employment condition for public works employees. An added benefit is that the negotiations do not get personal when using an outside profession to guide us in our discussions. The Personnel Committee directed staff to obtain a proposal for discussion and consideration by the City Council The Public Sector Labor Consulting Services from Midwest Government Advisors was discussed by the Personnel Committee on November 10 and by the City Council on November 15 A not to exceed amount of $2,500 was established for this work. Bill Joynes will be our contact and representative. Attached is the proposal from Mr. Joynes along with his resume. Recommendation It is recommended that the City Council approve the proposal from Midwest Government Advisors for labor consulting services at an amount not to exceed $2,500.
