EN HILLS <br />MEMORANDUM <br />DATE: November 29, 2010 <br />TO: Honorable Mayor and City Council Members <br />FROM: Patrick Klaers, City Administrator <br />SUBJECT: Labor Relations Consulting Proposal <br />Background <br />Proposal <br />The union contract for the Public Works employees (eight members) expires at the end of <br />2011 and we will soon be negotiating terms and conditions for renewal of the contract. <br />The current three year contract is for 2008 2010. <br />The Personnel Committee discussed the idea of using a consulting firm to assist the City <br />in its union contract negotiation. By using a consulting firm to assist the City we obtain <br />expertise in the art of negotiations and advice on the current and future employment <br />condition for public works employees. An added benefit is that the negotiations do not <br />get personal when using an outside profession to guide us in our discussions. The <br />Personnel Committee directed staff to obtain a proposal for discussion and consideration <br />by the City Council <br />The Public Sector Labor Consulting Services from Midwest Government Advisors was <br />discussed by the Personnel Committee on November 10 and by the City Council on <br />November 15 A not to exceed amount of $2,500 was established for this work. Bill <br />Joynes will be our contact and representative. <br />Attached is the proposal from Mr. Joynes along with his resume. <br />Recommendation <br />It is recommended that the City Council approve the proposal from Midwest Government <br />Advisors for labor consulting services at an amount not to exceed $2,500. <br />
