Proposal to City of Arden Hills, MN <br />Public Sector Labor Personnel Consultant <br />Midwest Government Advisors (MGA) is pleased to present this proposal to the <br />City of Arden Hills to provide consulting services to assist with public sector labor <br />negotiation activities. The firm represents a combination of extensive, practical, <br />workplace, labor and personnel experience garnered through a collective 90 <br />years of experience leading public sector organizations and associations. <br />Introduction: <br />MGA was established in the spring of 2006. The company specializes in <br />providing labor and personnel services, education and training, investigative <br />assistance and background and executive search services. The firm holds a <br />State of Minnesota Private Investigator's License and we are fully bonded and <br />insured. <br />All three of the partners in the firm have extensive careers in public sector <br />management and specific involvement in labor and personnel issues. <br />Background: <br />Bill Joynes has been teaching at the college graduate level for over 25 years, <br />with specific emphasis on labor relations, negotiation, mediation and arbitration, <br />human resources and the public sector dispute resolution. During his more than <br />30 years experience in senior management positions in City Government, he has <br />served as City Manager of Golden Valley, MN for 19 years, City Manager in <br />White Bear Lake for 10 years, he served as the Chairman of the Metropolitan <br />Area Management Association's Joint Labor Committee for 15 years and Chaired <br />the League of Minnesota Cities Personnel and Pension Committee. Bill has <br />served as the Dean of the Hamline Graduate School of Management and is <br />currently the Director of Hamline's Center for Public Administration and <br />Leadership. He has worked with Labor Relations Associates and Springsted Inc. <br />on a consulting basis serving Minnesota government clients. <br />Robert Shellum spent almost 30 years in law enforcement, completing his career <br />as Public Safety Director of the City of Golden Valley.
