County Road D at the time landscaping is installed to give them input as to location and
type of landscape materials they feel best would screen their views. This is similar to the
agreement we made with the neighbors to the east along Shoreline Drive.
Although the traffic evaluation shows no notable increase to traffic for the site, we
have been asked to estimate the distribution of traffic at each entry. This is only an
estimate but is based upon reasonable assumptions. Enclosed are a diagram and
spreadsheet with calculations. This study resulted in a distribution of the 1030 trips per
day as follows: 95 at Sandeen Road, 643 at Lake Johanna, 292 at County Rd D.
Furthermore of the 292 trips at County Rd D, half of them are leaving the site and will be
directed to Fairview by the right out only configuration. This reduces the impact to
Wheeler to a maximum of 146 inbound trips per day. It is reasonable to expect that not all
trips into the southern entrance of campus will travel on Wheeler thus the impact is
limited further.
PHS believes the plan presented strikes a balance between the needs of our
residents and the community. We will be present at the City Council meeting on
November 29 to answer any questions the Council may have. In the meantime, if you
have any questions please feel free to contact me.
Thank you
Pamela Belz
Project Developer
Encl: Entry diagram
Entry calculations
