DATE: December 8, 2010 PC Agenda Item 3.A <br />TO: Planning Commission <br />FROM: Jill Hutmacher, Community Development Director <br />SUBJECT: Presbyterian Homes Tax Increment Financing Resolution <br />Requested Action <br />fl DEN HILLS <br />MEMORANDUM <br />The Planning Commission is requested to determine whether the redevelopment plan for <br />Presbyterian Homes of Arden Hills conforms to the general plans for the development and <br />redevelopment of the City as described in the comprehensive plan for the City. <br />Background <br />On December 13, 2010, the City Council will consider granting tax increment financing "TIF <br />assistance for the redevelopment of Presbyterian Homes of Arden Hills. Minnesota Statutes, <br />Section 469.175, Subdivision 3 states, "Before or at the time of approval of the tax increment <br />financing plan, the municipality shall make the following findings, and shall set forth in <br />writing the reasons and supporting facts for each determination: ...that the tax increment <br />financing plan conforms to the general plan for the development or redevelopment of the <br />municipality as a whole <br />On November 3, 2010, the Planning Commission approved Planning Case 10 -012. The <br />Findings of Fact for that approval included: <br />The application is in keeping with the spirit and intent of the Zoning Code and <br />Comprehensive Plan; <br />The application is not anticipated to create a negative impact on the immediate area <br />for the community as a whole because the facility has operated on the site since <br />1955; the land use of the site is not proposed to change; the quality of the <br />development and site design features are anticipated to generally enhance the <br />aesthetics of the site and surrounding area; and the impacts on Lake Johanna and <br />City of Arden Hills <br />Planning Commission Meeting December 8, 2010 <br />Page 1 of 2 <br />
