EN HILLS <br /> Approved: November 29, 2010 - <br /> CITY OF ARDEN HILLS,MINNESOTA <br /> REGULAR CITY COUNCIL MEETING <br /> OCTOBER 25,2010 <br /> 7:00 P.M. -ARDEN HILLS CITY COUNCIL CHAMBERS <br /> CALL TO ORDER/ROLL CALL <br /> Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order the regular <br /> City Council meeting at 7:00 p.m. <br /> Present: Mayor Stan Harpstead, Council Members Fran Holmes, Brenda Holden, — <br /> David Grant, and David McClung. <br /> Absent: None <br /> Also present: City Administrator Patrick Klaers; Finance Director Sue Iverson; Public <br /> Works Director Terry Maurer; Civil Engineer Kristine Giga; and Recording Secretary Tina <br /> Borg. <br /> PLEDGE OF ALLEGIANCE <br /> 1. APPROVAL OF AGENDA <br /> Councilmember McClung requested Item 7B be moved to the Consent Calendar as Item 4F. <br /> MOTION: Councilmember Holden moved and Councilmember McClung seconded a <br /> motion to Approve the Agenda as amended. The motion carried unanimously <br /> 2. PUBLIC INQUIRIES/INFORMATIONAL <br /> A. TCAAP Reuse and Public Sale Update <br /> City Administrator Patrick HIaers stated according to Deepa DeAlwis, of the MPCA, the Land <br /> Use Control Remedial Design (LUCRD) document was finalized and approved by the MPCA and <br /> EPA earlier this month. The land use controls are now in place and are enforceable. Mr. Legare, <br /> of the General Services Administration(GSA), stated that he is still working on incorporating this <br /> language into the draft Invitation for Bid (IFB). Once he has completed drafting the land use <br /> restrictions into the IFB he will send the draft to the City for review and comment. Staff has sent <br /> out updates to the neighboring communities, Ramsey County, and the Metropolitan Council <br /> regarding the TCAAP property. Ramsey County has begun the Voluntary Investigation and <br /> Cleanup (VIC)program with the <br />
