SPECIAL CITY COUNCIL MEETING
FEBRUARY 1,2010
6:00 P.M. -ARDEN HILLS CITY COUNCIL CHAMBERS
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order the special City
Council meeting at 6:08 p.m.
Present: Mayor Stan Harpstead, Councilmembers David Grant, Brenda Holden,Fran
Holmes, and David McClung.
Absent: None.
Also present: Sue Iverson, Acting City Administrator, James Lehnhoff, Community
Development Director.
1. APPROVAL OF AGENDA
MOTION: Mayor Harpstead moved a motion to amend the agenda to suspend the rules
for the meeting. The motion died for lack of a second.
MOTION: Mayor Harpstead moved a motion to amend the agenda to allow an
oRportunity for the public to speak. The motion died for lack of a second.
MOTION: Councilmember Grant moved and Councilmember Holden seconded a motion
to approve the agenda. The motion carried unanimously(5-0).
2. DISCUSS ARDEN HILLS PERSPECTIVE ON THE ANNEXATION OF TCAAP
AND AN APPROPRIATE RESPONSE TO SHOREVIEW.
The City Council held open dialog on the letter received from the City of Shoreveiw.
MOTION: Councilmember McClung moved and Council member Holmes seconded a
motion That the City of Arden Hills take the position that we are not
supportive of annexation or detachment of the TCAAP property. The motion
carried (4-1,Harpstead-Nay).

MOTION: Councilmember Grant moved and Council member Holden seconded a
motion to state that in the City of Arden Hills response to Shoreview_that we
suipport joint information sharing, planning, and possible joint powers of
multiple jurisdictions to issues of regional significance in regards to TCAAP.
The motion carried unanimously (5-0). -
Council directed staff to send letters to neighboring communities and inviting them to a
multijurisdictional meeting. Staff should also schedule a public meeting for residents to speak on
the issue.
