This was originally presented at the Council's December 13, 2010, meeting, but Council requested this item be presented at a work session for further review. Supporting Documents: 1. DATE: January 18, 2011 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Rebecca Brazys, Deputy Clerk Susan Iverson, Director of Finance and Administrative Services SUBJECT: 2011 Fee Schedule Background At the December 13, 2010, Council meeting, Council requested that the 2011 Fee Schedule be brought to the January 18, 2011, Work Session for discussion. Discussion RDEN HILLS MEMORANDUM Attached is the proposed fee schedule for 2011. Please see the information below on the proposed changes in each category. On the attached schedule, the new rate is highlighted in yellow and the old rate black lined. II. Building Construction We have not increased our building permit fees since 1997. Staff recommends that we adopt the fees according to the 2010 State Statute 3268.153. (Roseville, Mounds View, and Shoreview have already adopted these fees.) V. Parks and Recreation Fees Parks and Recreation fee increases are minimal. The only fee that is changing is the Community Garden Plot fee. We had comments from three to four residents who felt the fee was high. Staff researched surrounding communities and found that $32.00 would be a comparable price. This is a $3.00 decrease. We have 21 plots available and the cost to maintain those plots includes tiller rental and labor, garden layout, and maintaining water. In addition, the question was raised as to why the nonprofit residents were paying less than residents for picnic shelter pavilion rentals. Over the past ten years, nonprofit organizations had no fees charged for all picnic pavilion rentals. Last year, staff implemented non profit fees because there were no fees charged. The fees proposed for 2011 are the new fees that were instituted in 2010. Non profit groups that typically utilize this are Cub Scout groups, athletic associations, and church groups. If Council is interested in eliminating the non profit discount, staff is not opposed to the change. We would simply charge for resident versus non resident. It is not common to have a non profit exclusion discount for rentals in the surrounding communities. VI. Planning and Zoning The fee for Planned Unit Development Final Plan review was increased from $200 to $250 in order to bring it in line with the fee for Site Plan Review. A PUD Final Plan review is a Site Plan Review for a particular phase of an approved Master PUD Plan. Site Plan Reviews and PUD Final Plan Reviews follow the same City procedures and require the same amount of notification and staff time. It is logical that the fee for these two types of land use requests be the same. The erosion control permit fees are intended to cover staff time to review and process the permit application, as well as site inspections completed by the Ramsey Conservation District (RCD.) The City has an agreement through the end of 2011 with the RCD to complete inspections on sites with erosion control permits. Inspections are completed every two weeks and after a rainfall event a half -inch or greater, as required by the City's Municipal Separate Storm Sewer Systems (MS4) permit with the Minnesota Pollution Control Agency. Over this last year, it was determined that the permit fee was not covering the cost of inspections, particularly on smaller sites, therefore the fee was adjusted to cover these costs. An escrow is also included in the fee schedule. The escrow is used if the permittee does not comply with erosion control corrections that have been identified and required following an inspection, and the City must hire a contractor to complete these corrections. The escrow, or balance thereof, is refunded when the permit is closed out. VII. Utility Hook -up Charges Water permits, state surcharge and Sewer permits, state surcharge increases are due to a change in the state charge. This is not an Arden Hills fee, but passed on through to the state. XIV. Recycling Fees and Bins The recycling fees remain the same. The only change was to the wording for the one free bin per household and new language for the $6.00 fee indicating "for each additional bin." Council Action Requested Staff would appreciate Council's input on the attached fee schedule proposed for 2011. If the Council would like staff to do further research on any particular fee, the proposed schedule could be recommended for approval at the January 31 Council meeting and those fees, for which Council wishes additional research could be brought to a future work session.
