This plan was amended i.n January of 2003 by Ramsey County Parks and Recreation and approved by the City by Resolution No. 03-18, incorparating an addiiional 49 acres into the plan generally referred to as ihe "Wildlife Corridor". The Corridor described in the Rice Creek Narth Regional Trazl Mas�er Plan Amendmeni is intended to allow a wildlife travel connection between Rice Creek and the Arden Hi�ls Army Training Site {AHATS). This corridor was selected because of the existing w�tlanc� and stream connections fram Rice Creek ta AHAT� wetlands. The coiridor wi11 be used by a wide variety of wildlife. Cammon species can use the corridar ir� its current state. However, most small marnmals, reptil�s and amphibians are currently �imited in their movements through the corridor because of the resi�cted creek corridor and existing roads. The increased wetlands and prairie areas will increase the resident populations of �he varions species. The Ramsey Couz�ty Parks and Recreation prepared the Rice Creek North Regional Trail Wildlife Habitat Restoration Plan (attached for your review) wi�h the intent to guide future restoraiion efforts wiih the thought that as the City's developer is working on the larger site, there may be opportunities to implement �lements of �his plan as remediation and mitigation efforts are underway. The plara was recommended for approval an April S, 200$ by the Ramsey County Parks and Recreation Commission. The Parks, Trails, and Recreation Committee did review and recommend the plan for approval at their June �7, 2008 meeting. Staff prov�ided a copy of the plan to the developer far review. They submitted the following comments and questions on the plan. Rarnsey Couniy's response is also listed below. 1. Has the plan been sent to the MPCA and EPA for review and approval? What condition is the County anticipating the site being turned over to from the deveioper? Gre� Mack, Director response: The County expects that all remediation work is completed. The plan would provide guidance to the developer far possible mitigation work that could be undertaken on this property �o meet obligations an �lie averall site. For example, wetland mitigation required for filiing other wetlands during road construction could be satisfied on this site. It is important to employ a planful approach that will be mutually benef cial. John Moriarty, representing Ramsey County Parks and Recrea�ion will be in attendance to bz-iefly present the plan and answer any questions. The County wauld like to secure the City of Arden Hill's canc�u�rence with the Plan so that we can work tageiher on achieving common goals for the wildlife corridor. This carridor was selected because af the existing wetland and siream connections from Rice Creek to AHATS wetiands (Figure 1.} The site wil� also allow a trail alignment along the north edge of the parcel for recreational access from Rice Creek to AIIATS. The corridor wiil be used by a wide variety aiwildli%. Common species, including white-tailed deer, raccoons, red fax a.nd resident songbirds, can use the corridor in its current state. Most smal� mammals, reptiles and amphibians, including state listed species (Blanding's Turtle, Plains Pocket Mice} are currently limited in their movements through the carridor because of the restricted creek corridar and existing raads. The increased wetlands and prairie axeas will increase the resident papulatians af the listed speciEs, as weli as, arnphibians and grassland birds. This corridor will alsa be the location of an osprey r�esting po1e, which is currently on the TCAAP property south of #he corridor. Irr�pravements, remediations, and restora�ons conducted an the corridor should enhance those connections and wildlife uses. Existing infrastructure (Figure 2.} removal should he conducted parior to any future habitat restara#ion. The US Army, in the summer 2Q07, created a six acre wetland and rerouted the drainage to enhance habitai and mitigate a contaminatian site. T�is work increased t1�e tatal wetland size to twelve acres and is part of the current vegetatian cover {Fig�zre 3,) The surrounding upland was seeded to native vegetation. Additianal wetland restoratian opportunities exist in the southwest corner of t�e corridor (Figure 4+ 5.) This would pravide ten �nare acres of wetland and establish a wide corridor adjacent to the dxainage way cannecting to Rice Creek. The current conditions include three sections of culverts totaIing 200 feet (Appendix B.) Yf a road is necessary, it must incorporate an elevated section {bridge} of sufficient height and width to accommodate �znrestricted wildli% movement and drainage under the raad. The �xisting bituminous trai] west oithe wildlife corridor pass�s over a narror�v drainage culvert that resiricts eas€-west movement of wildiife. When other site obstructions are removed, it is recommended that this culvert be replaced �vith one of sufficient height and width to accommodate unrestricted wildlife movement azzd site drainage. (Figure 4 and Appendix B, photos 4&5.) A dry section of creek shore adjacent to any watex flow is xequired. The upland habita� should be seeded to native prairie and or mixed woods. This would account for another 24 acres (Table 1) of restored habitat. Restoration projects should extend onto ei�ther the Rice Creek Regional Trail or AHATS to improve the corridor cox�nections. The excavation and revegetation of the southwest marsh (figure 5.) This would require excavation af approximate�y 16000 yards of material and the seeding of the 3 acres of shallo� vvater in a wetland native seed mix(MNDOT 325 or similar mix} at �0 pounds per acres, plus the instaliation of 1500 bulrush plants and basking lo�s along the north edge (Figure 5.) T'his wetland should be extended to the existing bike trail. This would require the repiacemen# of the existing culvert under the bike trail with an elevated crossing. This ca�ld be a short bridge or oversized V-bow culvert. 2. The restoration of a degraded and isolated, three acre wetland on the south end of the Industrial site, east of the existing road (Figure 4) would require contral of invasive species and planting of 1500 native sedges and bulrush. 3. T'he planiing of native grasses on the 15 acres of the oldfields and part of the industrial area would involve the killing of existing non-na�ive grasses and planting a dry upland prairie mix (MNDOT 340 or similar mix) at 14 Ibs per acre. 4. The woodland restoration will anvolve planting nine acres in the southeast carner and south boundary (Figure 4) of the corridor using a mixture of oaks and basswood bareroot seedlings. They wouid be planted at 2000 trees per acre. The restored corridar r�vill be rnanaged to minimize invasive species popula�ions. The prairie areas wili be rnanaged with periodic controlled fires. The corridor management plan will be integrated into the natural resaurce plans far the Rice Creek Regional Trail and AHATS.
